The uncle and the nephew had a dispute over some agricultural land in Sagi Bala village in what until recently was the Mohmand tribal agency. On the morning of October 4, the two teenagers shot firearms at Rahman in Sagi Bala, killing him on the spot. His cousin, Abdur Rasheed, who was with him at the time, returned the fire which hit Aman, leaving him wounded and bleeding. Sajjad still managed to drive him away from the site of the murder on a motorcycle. After travelling about a kilometre, they left the motorcycle and got into a taxi to reach a nearby private healthcare facility. Sajjad left Aman there so that he could get some treatment.

The FATA, a grossly under-developed and poverty-stricken Pashtun-dominated region of Pakistan, has been governed through a totally different, archaic and draconian law than the rest of the country. In , the British colonial regime that ruled India, after a series of wars aimed at extending its control over neighbouring Afghanistan and countering Russian influence there, coerced the Afghan king Abdur Rehman Khan to sign the Durand Line Agreement that stipulated the respective spheres of influence of the two countries. However, the Pashtun tribes that inhabited both sides of the Durand Line launched frequent raids against British India and challenged the authority of the British East India Company. The British responded by introducing the Frontier Crime Regulation FCR in what are the present-day FATA, as per which they were legally separated from the rest of British India and their administration was controlled by tribal elders and political agents. While the impression projected was of granting enhanced autonomy to the local tribes, the reality was that legally a council of elders Jirga settled disputes in an arbitrary manner wherein basic legal rights of being represented, of presenting evidence, and of appeal were not provided.
The outgoing PML-N government did a historic job when it merged the region administered by the federation with the adjacent province of Khyber Pakhtunkhwa through the 31st constitutional amendment. However, it is to be noted here that this merger was not a decision taken overnight rather there were many incidents and compulsions that necessitated the change in the constitutional status of the region. This long-drawn-out militancy in tribal areas led to colossal death and destruction that also spread to other parts of Pakistan, killing at least 60, people and leaving millions displaced. Although Pakistan achieved space and time by the launching of Operation Zarb-e-Azb in , such military operations can never be a long-term solution. So, violence is bound to return unless steps are taken to change the dynamics of this belt through reforms.
